absent parent

absent parent
a parent of a child not living in the same household as the child when the child has his home with a parent with care. The phrase is relevant in the law relating to child support. Each absent parent of a qualifying child is responsible for maintaining the child. This is done by making periodical payments (periodic payment order. The amount is fixed at a maintenance assessment.
