transport policy
one of the foundations of the European Communities to provide a uniform system of transport by road, rail and waterway to prevent distortion of the market. Progress was slow until Parliament raised action against the Council of the European Union: Parliament v . Council [1985] ECR 1513. The Council was held to be in breach of its obligation.
