Under the Disability Discrimination Act 1995, a physical or mental impairment which has a substantial and long-term adverse effect on an individual's ability to carry out normal day-to-day activities in one of the following ways: mobility, manual dexterity, physical co-ordination, continence, ability to lift, carry or move everyday objects, speech, hearing or eyesight, memory or ability to concentrate, learn or understand, understanding of the risk of physical danger. The effect must be long lasting (that is have lasted for 12 months or likely to last 12 months). An effect that is likely to recur is treated as continuing for this purpose.

   1) a condition which prevents one from performing all usual physical or mental functions. This usually means a permanent state, like blindness, but in some cases is temporary. In recent times society and the law have dictated that people with disabilities should be accommodated and encouraged to operate to their maximum potential and have the right to participate in societal and governmental activity without impediments. Hence, access by ramps, elevators, special parking places and other special arrangements have become required in many states.
   2) a legal impediment, including being a minor who can- not make a contract, or being insane or incompetent.
