This term has different meanings depending on its context:
In the context of share issues, an issue of shares to a specific group of individuals (usually institutions). Statutory pre-emption rights will normally have to be disapplied in order to effect a placing. Investor Protection Committees impose strict limits on the number of shares that can be issued in this way and the value at which they can be issued.
In the context of insurance, effecting an insurance.
