A "scheme" is a legal document that changes, replaces or extends the trusts of a charity. It may be a fully regulating scheme, replacing the charity's previous governing document entirely, or it may simply add to or alter some part of the previous governing document. Schemes are made by the Charity Commission under section 16 of the Charities Act 1993.
