having no home, now the subject of legislation in England and Wales and Scotland, and having a technical signification not always congruent with the ordinary meaning of the word. The thrust of the legislation is to focus upon accommodation, and homelessness is the lack of such accommodation. The focus is wider, however, because it looks at people who normally reside together. Local authorities have to provide accommodation for the homeless but not the intentionally homeless, a critical concept around which much of the reported litigation turns. Some homeless people are legally accorded a priority need, such as pregnant women. See Housing (Homeless Persons) Act 1977, Housing (Scotland) Act 1987.
