Under the Broadcasting Act 1990, the Government established the Independent Television Commission (ITC) and the Radio Authority (RA). These issue Codes of Advertising Standards and Practice. Pre-clearance of broadcast advertising must be carried out by the Broadcast Advertising Clearance Centre (BACC). The ITC and RA can still "pull" advertisements off the air regardless of BACC clearance.
