public sector comparator
public sector comparator (PSC).
A benchmark used in the course of procurement, against which the awarding authority assesses the value for money of tenders. The PSC represents a notional cost estimate of the project, based on the assumptions that the awarding authority both procures the facilities and services through conventional funding and retains managerial responsibility and exposure to risk.
