England, WalesOne of four procedures through which a public body may award a contract under Public Sector Procurement Directive. A flexible procurement procedure under which a contracting authority consults contractors or suppliers of its choice and negotiates the terms of the contract with them. Prior to 2006, complex projects (including PPP/PFI) were procured under the negotiated procedure as services contracts. It is now government policy that they should be procured under the competitive dialogue procedure and that the negotiated procedure should be reserved for only the most complex projects. The negotiated procedure may also be used in certain other circumstances, for example, where a procurement run using one of the other three procurement procedures has failed.
