a public procurement procedure for complex projects introduced by the Public Contract Regulations 2006 (SI 2006/5), which came into force on 31 January 2006. The competitive dialogue procedure is now the principal process under which PFI and PPP contracts are procured, replacing the negotiated procedure. Under the competitive dialogue procedure, authorities enter into a dialogue with bidders about their requirements before issuing a final tender. After the final tender has been submitted, an authority may only fine tune and clarify. It is UK government policy to procure PFI projects under the competitive dialogue procedure, rather than the negotiated procedure, which remains available.
